Thanks to everyone who was able to attend the Planning and Development Commission hearing May 7, 2026 at 9:00 AM especially on such short notice. Your presence made a notable difference as the Citrus County Land Growth Staff made reference to the attendance of the ‘many concerned Pine Ridge residents in the audience’ on more than one occasion. It clearly demonstrated that our community is engaged, informed, and paying attention.
For those who were not able to attend, the full video will be available via the Citrus County website. Here are a few major takeaways in advance:
the proposed CR-486 Interchange Management Area (IMA) Amendment establishes potential future uses along the CR – 486 corridor. Importantly, it does not change any existing zoning on the affected properties. It is an overlay;
the Citrus Land Growth Development staff verbally advised the Commission the current Planned Unit Development (PUD) recognizes one unit per acre;
the IMA does not interfere with or alter the current settlement agreement encumbering the Amber Ridge West (ARW) and/or Black Diamond Reserve (BDR) properties;
the Special Warranty Deed agreement as recorded with the Citrus County Clerk of the Court and Comptroller on December 4, 2023 for the transaction executed on November 12, 2023 was read into the record and a copy was provided.
This Special Warranty Deed agreement can only be changed:
through mutual negotiation and subsequent agreement between the parties involved;
Or
through a legal/civil action.
The Pine Ridge POA position has remained consistent: negotiate rather than litigate. Negotiation is faster, significantly less expensive, and far more likely to produce a solution towards the mutual benefit of all concerned. Pine Ridge Community Partners, the POA consultant, has already met with the property owner and his representative in the best effort to resolve this matter.
The County consultant provided extensive information in their PDC presentation. But one notable illustration is how there are no truck stops in the IMA. Circa 2021-23 this was a major concern for Pine Ridge Estates, especially when considering the rising number of trailer trucks on the storage property adjacent to the now interchange. This was also in addition to the potential truck stop developing at CR 491 and Modelwood.
Both locales were simultaneously addressed by concerned residents who were then part of the original Roads Committee. Resident input regarding the area that would become the IMA addressed the issue at one entrance while our successful interactions with the owner of the property that is Diamond Self Storage addressed the other. This is included in this message to convey resident input can make a lasting difference. It’s not often the positive results of resident input can be realized and can be pointed to as one more reason we pay attention, stay informed and remain engaged.
