Good afternoon,

The Southwest Florida Water Management District (SWFWMD) has declared a Modified Phase III Water Shortage Order. This represents an escalation in drought conditions and requires additional compliance measures throughout Citrus County.

Please find attached the Phase III restrictions and the flyer that will be included with the April utility bills. They provide additional details and may be shared with your community.

Important Enforcement Update
Under Phase III, Citrus County is required to issue monetary citations without prior warning.
This “no warning” provision will take effect locally on April 17, 2026.

Irrigation Requirements (Properties Less Than One Acre)
Irrigation is still allowed on your assigned day; however, allowable watering hours are limited to:

  • 12:00 AM – 4:00 AM OR
  • 8:00 PM – 11:59 PM

Properties must choose ONE of these time periods — not both.

HOAs and POAs are also required to comply with these allowable irrigation hours.

We understand that system run times may already be at capacity, and covering all landscape areas within the reduced timeframes may be challenging. We encourage you to prioritize irrigation for the most critical landscape areas during the allowable hours.

Thank you for your continued cooperation and for helping share this important information with your community.

Thank you,

Debra R. Burden
